Easily Create Chart from SQL Lab without Dataset requirement

Problem to be Solved:

Users expect to be able to quickly move from query results to a visualization. Current flow requires creating a dataset which is confusing and slows down the workflow.

Proposed Solution:

Remove the requirement to create a dataset before visualizing query results. Allow users to create a dataset from Explore if desired. (Internal note - planning to include some of the technical requirements for the other datasets project with this)
