Separate the Save function from the 'Explore' button when creating a dataset from SQL Lab

Navigating to the 'Save' function under the 'Explore' button in SQL Lab is unintuitive. The 'Explore' button should land a user on the chart creation screen and save the query by default, and a separate/new 'Save' button should allow a user to save a virtual dataset.
