Dataset Flow in Chart Creation

Users don't understand that they need to create datasets in order to create a chart - how can we make the chart creation process easier for users who may not want to leverage a dataset?

There's currently no way to create a new dataset while creating a chart – user has to leave the chart creation flow to go to datasets. Add the option to create a dataset from the add chart form.
