Implement a new Workspace role with restricted access and the ability to create/manage datasets

What is the problem or goal the end user is trying to solve or accomplish?

Users would like to have a new Workspace Role that provides restricted access (controlled via DAR/RLS) but also the ability to create and manage owned datasets.

How are they solving it currently?

Currently not possible - admins need to grant the Primary Contributor role, which has unrestricted access.

What is the recommended solution by the Customer?

Implement a new role that have restricted access (similar to Limited Contributor) + create/manage owned datasets.
