Create Y-Axis Bounds option on the Scatterplot Chart

What is the problem or goal the end user is trying to solve or accomplish?

Users would like to have more control over the Y-axis bounds.

How are they solving it currently?

It is not natively available on Scatterplot. Use the Mixed-chart.

What is the recommended solution by the Customer?

Create the option to control Y-axis Bounds.
