Allow viewer only and dashboard viewer users to share dashboards with selected filters

Currently, only primary contributor roles or admins can share a dashboard with filters pre-selected included as parameters in the URL. I.e., when viewer only users share a dashboard link, the filters they selected are not included for anyone who clicks their link.

For a multi tab dashboard, dashboard viewer are getting forbidden error when they try to share the dashboard
