Quick Look at Chart Owner / Certification Details

Goals: limit the number of clicks to find information on chart owner and certification details when adding a chart to a dashboard

Suggestion: click/hover over a chart title to show owner and show who certified the chart in both in dashboard and when add searching for charts to add to a dashboard
