Allow CSV Upload - Append action to the File Upload database

What is the problem or goal you're trying to solve or accomplish?

Currently, the action will fail with the 'Append operation not currently supported' message.

How are you solving it currently?

Not possible at the moment.

What is your recommended solution?

Allow the append operation against the File Upload database.
