Using percentual points (p.p) as an axis format instead of just percentage

What is the problem or goal the end user is trying to solve or accomplish?

The user wants a more customizable experience when he displays number as percentage using the D3 format panel for an axis. He wants to set percentage as percentual points (p.p) instead.
