Make it clear in the UI when a dashboard level title is being used

Currently there is no indicator when a dashboard level chart title has been set, this can lead to confusion from users as to if they are seeing a bug with the title or if the correct chart is being shown in the chart builder when clicked
Suggested change:
Show an indicator when the title is set at the dashboard level, similar to how dashboard level color schemes are indicated
