Admin announcement banner for Manager and individual workspaces

What is the problem or goal you're trying to solve or accomplish?

Admins have no native way to communicate announcements, maintenance notices, or important messages to users — either across all workspaces via the Manager or targeted to users of a specific workspace.

How are you solving it currently?

Admins rely on external channels (email, Slack, etc.) to communicate these messages, which are disconnected from the Preset experience.

What is your recommended solution?

Allow admins to configure a dismissible banner message that appears at the top of the Manager and/or individual workspaces. The banner should be configurable per workspace and optionally at the organization level, so admins can broadcast both global and workspace-specific announcements directly within Preset.
