Expose Semantic Layer Descriptions in Chart Tooltips

The user wants pre-defined metric descriptions from the semantic layer to be visible in the tooltips of charts on dashboards. Currently, this metadata is only available when hovering over metrics in the chart builder, making it inaccessible to dashboard viewers. The goal is to provide end users with better context and clarity on what each metric represents without requiring them to access the chart builder.
