Apply the metric d3 format for non-table visualizations

What is the problem or goal the end user is trying to solve or accomplish?

It's possible to define a D3 FORMAT configuration for metrics. However, this is only applied to table charts.

How are they solving it currently?

Users need to define the number format in the chart configuration.
