Standardize the dataset structure in DAR and RLS

What is the problem or goal the end user is trying to solve or accomplish?

The dataset name in DAR appears as $DB_Name.$Dataset_Name and as $Schema_Name.$Dataset_Name in the RLS modal, which is misleading confusing.
