Tile View of Dashboards for Dashboard Viewer

Compared to other Workspace roles, Dashboard Viewer role feels like it's missing a "Home" after logging into a workspace.

We should make the Tile View by default for Dashboard Viewers so that the landing page is more user friendly and show a preview of the dashboards.
