Move confirmation dialog to top of edit filter modal

When editing a native filter in the dashboard, the user is prompted with a confirmation dialog if they try to exit the modal without saving changes (fig-1). However, if their screen is not large enough, this confirmation dialog is cut off (fig-2) and the user is unable to close the modal without understanding why.
