Rethink tab experience in SQL Lab

Some users experience difficulty navigating the tab structure of SQL editor. Users can't remember what query is in which tab and have difficulty easily moving among tabs.

Additionally, tab position does not persist on screen refresh (e.g. user can be on Tab A, navigate to Tab B, refresh screen, and land on Tab A again).
